After Jesus arose from the dead, He commissioned His apostles to go into all the world (Acts 1).
His first commission had sent them only to the Jews (before His death; Luke 9:1; 10:1).
Now it was to all the world. But first, they were to wait in Jerusalem for the coming power promised by the Father; i.e., the Holy Spirit's baptism.
    Jesus then ascends into Heaven.

The Holy Spirit's power comes upon the twelve apostles in Jerusalem.
The noise draws a crowd. The people are amazed at the apostles' ability to speak in their native languages.

The audience believed because the Bible says they "were pricked in their hearts." They believed Peter's sermon, the words from the Spirit.

It is a `compound` action joined by "and" which means both are equally required.   Both: 1. Repent. and 2. Be baptized.

The audience would have to have done everything that the Holy Spirit required through Peter's "word".
To say different would disrespect the Bible's plain statement in Acts 2:41.  "Then they that gladly received his word were baptized."
They gladly received what was offered by the Spirit through Peter which included the "gift" (v.41).

Matthew 28:18-20: "Jesus commanded Peter and the apostles, Go into all the world, teach, baptizing them in the name of the Father, of the Son and of the Holy Spirit. Teaching them to observe all things that I commanded you."

One could say too that it was in the Holy Spirit's name.
